This epigram was spoken by Salvor Hardin, a fictional character that appears in the Foundation, Isaac Asimov‘s masterpiece. He is the first mayor of Terminus City. He plays an important role in the early stages of the series.
Hardin has other such sayings throughout the book, including: ‘violence is the last refuge of the incompetent’, which became one of Asimov’s favorite sayings.

On a personal note, the Foundation series is one of the best science fiction series I’ve read and I highly recommend it. If, however, you prefer to wait for the screen version, you’re in luck: Apple is developing a series based on the trilogy.
Isaac Asimov, considered on of the Big Three sci-fi writers (alongside Arthur C. Clarke and Robert A. Heinlein), has created an impressive body of work: more than 400 books. As a fun fact, he is credited with coining the term ‘robotics’.
